Can 刚刚我在上网 mean "I just went online"? If not, how would that sound?

If you want to say "I just went online" you might say "我刚才上了网" or “我刚才上网了。” Because you're trying to indicate "went," "了," therefore, is appropriate because it indicates the completion of the action of going online.
