A bit confused on the following sentence: 以前，出国的中国人很多。
I don't understand how 出国 is modifying 中国人 with 的. Is it? Because since the translation is 'a lot of Chinese people left Chinese', I would think it would just be a standard subject does what construction like 很多中国人出国了

You can say it both ways. It's just a different point of focus. The first sentence means "Chinese people who left China".
