Usage 1 - "spoken language": 

Sentence:

多练习口语,才会说得流利。  

English:

Practice speaking more often and it will help you speak fluently.

Top-Down Words:

练习 liànxí - to practice, to drill
流利  liúlì - fluent


*Sentence:

王老师教我们听力,马老师教我们口语。

English:

Mr. Wang teaches us listening and Mr. Ma teaches us speaking.

Top-Down Words:

老师 lǎoshī - teacher


*Sentence:

我的口语学得最好,因为我很喜欢和中国人聊天儿,而且我也不怕说错。

English:

My speaking is the best because I like to chat with Chinese people and I'm not afraid of making mistakes.

Top-Down Words:

喜欢 xǐhuān - to like
聊天儿 liáotiānr - chat
而且 érqiě - also


Sentence:

这个外国人的口语好极了。 

English:

This foreigner's speaking is excellent.

Top-Down Words:

 极 jí - an extreme; pole; very. In this case, when placed after an adjective, it means “extremely”, so “extremely good”

Not sure how the 学 fits in here since this is saying 'my speaking is the best'. How does the idea of 'study' fit in?

It's a language the speaker is studying, so this is how to express that idea in Chinese.

What's the idea behind placing the name before the title? Is this for everything that has a title? And does this translate to Mr/Mrs and not 'Teacher Wang ' 'Teacher Ma'. Are there degrees of respect here?

It's just how the Chinese refer to teachers. We say "Mr. Jones", whereas in China they say "Jones 老师". Yes, they say it out of respect.
