Usage 1 - "foreigner": 

Sentence:

到中国的老外都喜欢这里的文化。

English:

Foreigners who visit China all like the culture here.

Top-Down Words:

喜欢 xǐhuān - to like
这里 zhèli - here


*Sentence:

现在如果有人叫我“老外!”我也会笑着对他们说:“你们好!”

English:

If someone calls me "laowai" now I'll smile and say "hello" to them.

*Sentence:

来中国后,我发现中国人都喜欢把我们外国人叫做老外。

English:

After coming to China I noticed a lot of people like to call foreigners "laowai."

So is 老外 a bit more polite or friendly than 外國人 (if talking about a foreigner vs to a foreigner)

The opposite, 老外 can be both innocuous or derogatory. Kind of depends on the tone. 外国人 doesn't have any positive or negative tone. 外国朋友 is the positive form.

来中国后,我发现中国人都喜欢把我们外国人叫做老外。In this sentence what the difference in meaning between "叫做老外" and "叫老外" if 做 is not used?

Not too much of a difference in meaning in this case, but 叫做 is useful because it makes it clear you're talking about what something is "called" or "known as," whereas 叫 by itself can have other meanings. That said, in this sentence, the context is clear enough that if you just said 叫 you would be understood.
