Just out of curiosity... is there an etymological explanation as to why 'flower' and 'to spend' share the same character 花 ?

Not 100% on this one. I think it was originally 化 to express the idea of "spend" then was switched with 花 somewhere down the line. I'd check with "outlier linguistics" for this one!

Is there any particular reason it’s 100元左右 in the first sentence and 左右员工 in the 3rd sentence ? Just curious about the rule for placement in a sentence .

Number + Measure Word + 左右 + (Noun Being Counted).
Technically, you could say "100元左右人名币(RMB),” but it's implied. In the 3rd sentence, you have 两百名 (where 名 is the MW for employees), then 左右, THEN the thing being counted 员工.
