I'm assuming that in the sentence 吃饭时别大声说话 , 时 indicates the concurrent happening of 吃饭 and 大声说话. Would it be also correct to say 吃饭边别大声说话, or is 边 more used for simple statements of fact?

You're correct about the usage of 时, however, you can't use 边 in the way you described. You'll get used to both before you know it!
