Usage 1 - "can’t stand, so sick of (liǎo)":  

Sentence: 

我受不了你骂我。

English:

I can't stand you scolding me.


*Sentence: 

这时,他们会觉得受不了,然后问自己,为什么自己的中文没有进步呢?是不是因为汉语太难了?

English:

This is when they get sick of themselves and then ask themselves why their Chinese isn't improving. Is it because Chinese is too hard?

Is the 这时 in the second sentence meaning 'this is when' from the translation? Is this meant to indicate a particular point in this as in 'this (time) is when they get sick of themselves'? The literal translation seems to be 'this time'

It's relevant to the sentences that come before it in the longer opinion piece coming soon. The opinion establishes a certain time in a Chinese learner's experience, and then in the next sentence (this one) starts with "这时" referring back to that. Keep a lookout for that piece!
