Are the 2 得 the 'must' form of the word or the 'de' for the descriptive phrase? I think it's the 'must', but trying to understand then how 给 plays in the second part. I understand the role in the first half in giving the pets food, but not sure how it fits into giving them 'cleaning up after them'?

Yes, they are both děi. 给 is not always for giving an object to someone, it's also used when doing something for someone.
