Is the 里面 being split up with 的牛肉, to talking the beef inside the ad (I feel it isn't), or does 牛肉面 instead mean 'beef cubes'? If so, not sure how 面 represents this. Are beef cubes called 面?

Since this is talking about 'what they're saying in the advertisements aren't the same...', is there an implicit 话 after 说的?

Indeed! Theoretically, it could be something else, e.g., 广告里说的(细节 xìjié - "details"), but since it isn't specified, an implicit "话" is the most general assumption you could make. Well reasoned!
