It's there, it's just originally in Level 24 to learn "穿." It's repeated here to emphasize its measure word usage, but you've already seen the sentence before many times in your flashcard deck by this point.

她今天会穿一件红衣服

Would the meaning be different if it was 她今天会穿红衣服 without the measure word: "She is going to wear red (clothes) today"?

The difference would just be that adding 一件 limits it to a particular article of clothing, whereas removing it just generally means "wear red clothes."
