Hi, this could be how I am mentally translating this but I don't get this sentence as an example of a verb use of 围绕, and also don't get how "central issue" can even be a verb. 用法 2 - "central issue (verb)". I see it in Pleco too, although they say "to center on an issue".

"客观“ means "objective," so the speaker is saying that this is an objective law (of physics).
